The paper concludes that all human endeavors of large scale involve certain risks and just as we do not prohibit vehicular travel, we should not worry about using nuclear energy in principle. Rather, the focus of ethical concerns should be to ensure appropriate management and oversight of nuclear power generation and not on whether or not nuclear energy should be used.
