Survey teams, including experts from Japan and the United States, were on the scene within hours of the quake and tsunami. The American scientists were part of the U.S-Japan Cooperative Program in Natural Resources (UJNR). They took measurements and eyewitness testimony to document the exact nature and extent of the disaster"
